给个 linux 的解决思路，用下来很好：
搞一个 Network Namespace 让 uu 和 steam 全跑在一个 netns 里，隔离开
mihomo 那边用 exclude-interface 排除掉这个单独建的 interface
注意一下自己的防火墙设置，主机的 16163 端口流量要转发给那个 interface 用来听手机 app 的
